SLOGA and CONCORD are inviting you to participate in the international conference
“Official development assistance (ODA) – QUO VADIS” on 14 October 2021 from 9.30 to 15.30 CET.

Slovenia has a unique opportunity to contribute to the creation of an open, fair and sustainable Europe in the world during its six months’ Presidency of the EU Council. To this end the Slovenian NGDO platform SLOGA and CONCORD will be organizing a conference about the future of EU and Slovenian official development assistance (ODA) in the coming years. The focus of the conference will be on the EU ODA quantity and quality as well as reaching ODA commitments for the implementation of Agenda 2030. The conference will be comprised of three panels:

Panel A: Launch of the CONCORD AidWatch report

As a CONCORD flagship report, AidWatch (AW) monitors annually the quantity and quality of the EU and its Member States ODA. AidWatch 2021 report will also be launched in Slovenia, aiming at focusing on the role of the EU Member States in poverty and inequalities reduction worldwide. The 2021 report is the opportunity to analyse the ODA levels of EU donors in 2020 (4 ‘E’s). With more evidence and data, the report assesses the actual impact of COVID-19 on EU ODA in 2020, both in terms of quantity and quality. As part of the “Effective ODA” section (4 ‘E’s), Team Europe approach is examined from a CSOs perspective. The 2021 AidWatch represents also an opening to evaluate the final outcome of the EU MFF committed to the external action, reached at the end of 2020.

Panel B: State of play of development financing in the South East European region

The future of ODA depends on the implementation of ODA commitments and inclusive partnerships among various development stakeholders. Global Europe/NDICI provides a new framework and opportunities for the full implementation of development finance principles and ODA commitments. The panel will provide an insight into the current regional and national challenges in the Central and Eastern European Member States and EU partner countries related to development financing and ODA implementation. A new issue of Slogopis, a periodical development journal on development issues and global challenges, with development finance as a cover topic will be launched during the panel.

Panel C: Slovenian roadmap to reach 0,33% of GNI for ODA

The Government of Slovenia has prepared a draft ODA action plan to reach 0,33% of GNI by 2030. ODA should be seen as a tool of national foreign policy, engaging various relevant stakeholders involved in bilateral ODA such as NGOs, Governmental agencies, business as well as technical assistance and academia. Slovenia has been slowly coming to crossroads, needing to take a decision which way and by which actors to pursue the rise of its ODA due to deliver on its promises and commitments. The reason for such discussion is to provide a possibility for reflection with different stakeholders’ experiences to guide future development. This panel is planned with the aim of reflecting on possible initiatives for strengthening national implementation efforts.

The first and the second panel will be in English, while the third one will be moderated in Slovenian language with translation into English.
